The Japanese council for cultural affairs has selected Hikone Castle as a candidate for nomination for the 2028 UNESCO World Heritage List. The government intends to submit the nomination dossier by February 1 of next year. Located near Lake Biwa in Shiga Prefecture, the castle was constructed by the Ii clan in the 17th century on the orders of Shogun Tokugawa Ieyasu. It escaped demolition after the Meiji Restoration because Emperor Meiji ordered its preservation during a visit in 1878.
The council stated that the castle serves as tangible evidence of a daimyo governance system that is unparalleled overseas. According to the government, the site is one of the best preserved in Japan, including the lord's residential area and defensive sections, and it represents the political system of the Edo Period.
Hikone Castle was first added to the tentative nomination list in 1992. However, the process stalled after Himeji Castle was listed in 1993. To distinguish itself from Himeji Castle, the city of Hikone and the prefectural government submitted a revised nomination draft to the Cultural Affairs Agency in May. If the process proceeds smoothly, the World Heritage Committee will decide on the inscription in the summer of 2028.
