Political lean describes where an outlet sits within the politics of its own country. It is never a position on a single global scale.
Political lean is comparable inside one country and not across them, which is why the bar groups by country first. Publicly funded broadcasters are not marked as state-linked.
The owner of each outlet is listed as a matter of record, not as a judgement about the outlet.

Latvian border guards discovered an underground tunnel used for illegal crossings on the border with Belarus. Authorities detained 28 people who were attempting to enter the country through the passage and returned them to Belarus. The tunnel was located 20 meters from the border and was camouflaged with moss. This marks the second such discovery in the region. On August 10, 15 people attempted to cross the border through a tunnel in the Skrudaliena municipality, which is located approximately 30 kilometers west of Kraslava.
