Manchester City spent a Premier League record 458 million pounds in a single transfer window to rebuild their squad following the departure of manager Pep Guardiola. Under new manager Enzo Maresca, the club signed Enzo Fernandez for a joint British record 125 million pounds and Elliot Anderson for 116 million pounds. Other additions include Ayyoub Bouaddi for 85.6 million pounds and Iliman Ndiaye for 65 million pounds. City also saw significant turnover with the departures of Rodri, Bernardo Silva, John Stones, and Jack Grealish, while generating approximately 300 million pounds from player sales.

Arsenal, the reigning champions, focused on strengthening their squad with the signings of Bruno Guimaraes for 75 million pounds, Ezri Konsa for 51 million pounds, and Christos Tzolis. However, the club failed to secure a marquee attacker, missing out on Julian Alvarez and Vinícius Júnior. Aston Villa also underwent a significant squad refresh, generating about 300 million pounds from sales and spending approximately 250 million pounds on ten new players. Notable arrivals include Johan Manzambi for 51 million pounds and Nicolas Jackson for 47.5 million pounds. Meanwhile, Bournemouth focused on retaining key players and added defender António Silva from Benfica for 21.4 million pounds.
