Myanmar Leader Min Aung Hlaing Seeks Regional Ties Amid Global Isolation

Myanmar president Min Aung Hlaing concluded a three day state visit to Vietnam on Sunday, where both nations vowed to strengthen defense and security ties. This trip marks the sixth official foreign visit for the former general since he assumed the presidency in April. He has also been hosted by leaders from India, China, Laos, Thailand, and Russia, with a planned visit to Cambodia scheduled for Friday.

Min Aung Hlaing rose to the presidency following military run elections in December and January that were widely viewed as a charade. He was voted in by a parliament composed primarily of loyalists. Analysts suggest these diplomatic efforts represent a strategy by Naypyitaw to diversify partnerships and normalize bilateral relations to shed its status as a pariah state.

Despite these efforts, the military regime faces severe international pressure. Since the 2021 coup that ousted Nobel laureate Aung San Suu Kyi, civil war has killed approximately 100,000 people and displaced over 3 million. The United Nations recently reported that human rights conditions have reached a new low due to forced recruitment, arson, and indiscriminate air strikes. These actions have led to heavy international sanctions and legal filings for genocide and war crimes at The Hague.

Within the Association of Southeast Asian Nations, divisions persist. Malaysia, Indonesia, and the Philippines continue to bar Min Aung Hlaing and his ministers from senior meetings until progress is made on a 2021 peace plan. Myanmar's parliament recently passed a motion rejecting that plan, and the Foreign Ministry stated that ASEAN special envoys are no longer needed.
