Noise Complaints Surge Near Event Arenas and Parks in São Paulo

Noise complaints filed with the Urban Silence Program (Psiu) have increased more sharply in São Paulo districts that host major arenas and parks used for outdoor shows. Data from the city's 156 complaint service, analyzed by OSPA Place, shows that in nine districts with high event frequency, the average volume of noise complaints rose by 94 percent between the 2018 to 2019 period and the 2024 to 2025 period, increasing from 3,951 to 7,653 reports. In contrast, the volume of calls in other parts of the city rose by 86 percent, moving from 40,200 to 74,800.

Alto de Pinheiros, home to Villa Lobos Park, saw the highest percentage increase among event areas, with occurrences rising 133 percent from 82 to 191. Residents of the City Boaçava neighborhood reported noise peaks of 70 decibels inside their homes, which exceeds the legal limits of 40 to 50 decibels. The concessionaire for Villa Lobos, Reserva Parques, stated that it operates according to legislation and monitors impacts. Similarly, the Consolação district, which houses the Mercado Livre Arena Pacaembu, saw a 101 percent increase in complaints. Fábio Cabral, president of the Viva Pacaembu association, attributed this surge to the completion of renovations that created numerous rentable event spaces.

The administration of Mayor Ricardo Nunes (MDB) stated that it is incorrect to attribute noise complaints solely to the operation of arenas. The city government added that Psiu conducts inspections at event sites and the Metropolitan Civil Guard patrols the city. Both reports provide identical accounts of the data and resident testimonies, presenting the issue as a conflict between urban leisure and residential tranquility.
