OpenAI CEO Sam Altman Calls for Binding AI Safety Frameworks

OpenAI is calling for the implementation of binding safety rules and a federal security framework for frontier artificial intelligence. Sam Altman, the CEO and founder of OpenAI, stated on X that the world needs consistent security requirements and expressed support for the use of independent auditors. In the United Kingdom, OpenAI's head of policy in EMEA, Tom Duff Gordon, specifically urged the government to introduce mandatory, capability based requirements to replace current voluntary commitments.

Altman warned that the development of AI could go wrong in two primary ways: a loss of human control over the future or the concentration of too much power within a single person or company. He argued that alignment and safety techniques must precede the evolution of model capabilities, noting that competitive pressure should not justify recklessness. These comments follow an essay by Anthropic CEO Dario Amodei, who urged the industry to moderate the speed of advancement to avoid systems that exceed human understanding.
