More than 250 organizations and companies have joined the State Pact against the Climate Emergency since July 27. According to the Ministry for the Ecological Transition and the Demographic Challenge, the signatories include a diverse range of entities such as trade unions, professional associations, research centers, and environmental groups. Notable participants from the agricultural sector include the UPA, COAG, and the National Federation of Irrigation Communities. Other supporters include WWF, SEO/BirdLife, and various companies, including some listed on the IBEX.

Prime Minister Pedro Sánchez announced the proposal in September 2025 following a series of fires in August of the previous year. The current proposal consists of 15 axes of action and was developed following a participation process that gathered nearly 4,000 contributions. Vice President and Minister Sara Aagesen stated that a broad agreement is necessary to face the challenges of the century.
