Philippine Defense Chief Warns China Could Exploit Reduced U.S. South Korean Drills

Philippine Defense Secretary Gilberto Teodoro stated that China could potentially exploit gaps in the Indo Pacific if the United States scales back military exercises with South Korea. Speaking at the Seoul Defense Dialogue, Teodoro noted that China is quick to exploit such gaps and that the move may signal an opportunity for Beijing to reassert itself. Despite these concerns, Teodoro said Washington has provided definite assurances that its commitments to the Philippines remain unchanged and that there is no indication the changes in South Korea will affect the U.S. Philippines Mutual Defense Treaty.

Teodoro emphasized that bilateral and multilateral cooperation involving Manila continues to expand. He noted that the Philippines is broadening security ties with partners including Canada, New Zealand, France, and Britain. He also accused China of using influence operations and distortive narratives to co opt people within democratic spaces, stating that the Philippines is pursuing stronger legislation to counter foreign influence and espionage.

Regarding economic ties, Teodoro expressed doubt that joint oil and gas exploration talks with China could be insulated from sovereignty disputes in the South China Sea. While in Seoul, he also addressed defense procurement, stating that a long discussed submarine acquisition program remains under review and is still a way off due to infrastructure and mission requirement questions. He concluded that China's actions are encouraging closer security cooperation among regional countries, potentially leading to a more interconnected security network.
