President Bola Tinubu has directed the Minister of Finance and Co-ordinating Minister of the Economy, Taiwo Oyedele, to oversee a comprehensive forensic audit of federal government systems. The directive follows a resolution by the Federal Executive Council on August 19, 2026, and findings from the Independent Corrupt Practices and Other Related Offences Commission (ICPC) regarding fake agencies, ghost workers, and internal control failures. The audit will consist of two components: a forensic review of the Integrated Personnel and Payroll Information System (IPPIS) and related financial platforms to trace payroll fraud, and a full inventory of all federal agencies to verify their legal basis and access to public resources. The audit team will collaborate with the ICPC to complement ongoing investigations and recoveries. These measures come amid an ICPC investigation into Adeniyi Adeyemi, who allegedly posed as the Director General of the illegal Presidential Foreign Intervention Promotion Council (PFIPC). According to the ICPC, Adeyemi also created other fictitious entities, including the FCT Investment Promotion Agency (FIPA) and the Foreign Investment Promotion Agency and Public-Private Partnership (FIPA-PPP). Investigators found that Adeyemi used forged legislative documents to open bank accounts for these agencies at Unity Bank without the mandatory authorization from the Office of the Accountant-General of the Federation. In related developments, President Tinubu ordered the suspension of three permanent secretaries and the arrest of George Nwabueze, the national coordinator of another fake agency operating within the Office of the Secretary to the Government of the Federation.
