Chinese President Xi Jinping arrived in Cairo on Tuesday for his first visit to Egypt in a decade. During the state visit, President Xi and Egyptian President Abdel Fattah el-Sisi agreed to expand Chinese investments in the Suez Canal Economic Zone, including the launch of a third phase of the Egyptian-Chinese industrial zone. The two leaders also discussed cooperation in semiconductors, data centers, critical metals supply chains, and the use of local currencies for trade and investment. Additional economic agreements were signed regarding artificial intelligence, transport, and manufacturing, while ZC Rubber Group signed a preliminary agreement to study a 500 million dollar tyre making complex.
President Xi called on Middle Eastern nations to oppose external interference and urged the region to explore a new security architecture where countries are masters of their own destiny. This call for regional autonomy comes amid an ongoing conflict between the United States and Iran that has disrupted global maritime trade and shipping routes through the Strait of Hormuz and Bab al-Mandeb. In response, Xi stated that China is ready to work with regional partners to safeguard these routes.
Military cooperation between the two nations has increased, highlighted by the Eagles of Civilization exercises in August. These drills featured Chinese J-16 fighter jets and French-made Rafale aircraft. Egypt continues to maintain a complex strategic balance, as it remains a major recipient of United States military aid, receiving approximately 1.3 billion dollars annually, even as it deepens ties with Beijing.
Analysts suggest that Egypt is pursuing strategic autonomy by leveraging relationships with both Washington and Beijing. This shift follows recent U.S. Treasury sanctions on the Emirati branch of Egypt's Banque Misr for alleged support to Iran. Meanwhile, China views Egypt as a critical hub for its Belt and Road Initiative, providing a gateway to Africa, the Middle East, and Europe.
