Putin Cancelled Meeting With CIA Director After Learning Peace Proposal

Russian President Vladimir Putin cancelled a planned meeting with CIA Director John Ratcliffe during the American official's secret visit to Moscow on August 25. According to a source close to the Kremlin cited by the investigative outlet Agentstvo, Putin had initially cleared his schedule for the meeting but decided against it after being briefed on the content of Ratcliffe's message.

Ratcliffe reportedly urged Russian leadership to reach a deal to end the war with Ukraine as soon as possible. He argued that Russia's military and economic situation is deteriorating and that the Kremlin would be better off striking a deal now rather than waiting to weaken further. A source told Agentstvo that the message sounded as though Volodymyr Zelensky was already looking at the Kremlin through binoculars, a claim the source dismissed as inaccurate.

During the visit, Ratcliffe met with Sergey Naryshkin, head of Russia's Foreign Intelligence Service, and Alexander Bortnikov, head of the Federal Security Service. The New York Times reported that Ratcliffe shared a bleak assessment of Russia's position in the war with Bortnikov. Other Western media reports suggested the visit's purpose included warning Russia against attacking NATO countries, specifically the Baltic states, or discussing cooperation with Iran. Axios reported that Ratcliffe proposed a summit between the presidents of the United States, Russia, and Ukraine, though the Kremlin stated such a meeting would only be possible to finalize agreements.

The Kremlin officially confirmed that Ratcliffe spoke with representatives of Russian intelligence agencies but did not meet with Putin. This visit marked the first trip by a CIA director to Russia since the start of the full scale war.
