Political lean describes where an outlet sits within the politics of its own country. It is never a position on a single global scale.

Political lean is comparable inside one country and not across them, which is why the bar groups by country first. Publicly funded broadcasters are not marked as state-linked.

The owner of each outlet is listed as a matter of record, not as a judgement about the outlet.

Vladimir Putin employs a sophisticated system of official deception to conceal his movements and locations, far exceeding the scale of recent secret operations conducted by Donald Trump. While the White House faced criticism for only revealing a secret plane swap by Trump in Turkey after a Washington Post report, journalists describe such events as routine for the Russian leader. Investigative reporters have noted that Putin uses nearly identical offices across different residences to mask his location in videos. He also utilizes a secret armored train, disguised as a passenger train and equipped with a spa and gym, along with secret railway stations and spurs near his country homes.

These tactics include the use of konservy, or canned food, which is a term for meetings recorded and broadcast weeks later to mislead the public. Journalists have attempted to track Putin by observing the wilting of plants in his office, noting that the reversal of plant deterioration suggests meetings are often aired out of order. Further measures include requiring officials to maintain secrecy about meetings until they air and the possible use of decoy motorcades in Moscow. The Kremlin has denied deceiving the public about the president's location.

Security measures reportedly intensified during the pandemic and following the 2022 invasion of Ukraine. This increase in isolation is attributed in part to Ukrainian drones flying deeper into Russian territory, which has reportedly restricted the president's travel and caused mobile internet disruptions.
