Researcher Describes Brazil US Diplomatic Crisis as Most Delicate in Two Centuries

Lucas de Souza Martins, a researcher and professor at Temple University, states that the current diplomatic crisis between Brazil and the United States is the most delicate moment in over 200 years of bilateral relations. According to Martins, the situation breaks a historical pattern in Brazilian diplomacy where crises were treated as isolated episodes that did not compromise the overall relationship between the two states. He identifies the US government's decision to revoke the visa of the Brazilian ambassador in Washington, Maria Luiza Viotti, as an unprecedented event that symbolizes this shift.

Martins compares the current tension to previous conflicts, such as the US spying on former President Dilma Rousseff and frictions between Jimmy Carter and the Ernesto Geisel dictatorship. While those disputes were eventually resolved, he argues that the current deterioration is linked to Donald Trump's political project for Latin America. He notes that the White House views Brazil as the crown jewel of the region due to its economy, population, and democratic status, and seeks to align the region with the Trump administration's political agenda.

The researcher attributes much of the direct confrontation with Brazil to Secretary of State Marco Rubio. However, Martins suggests the scenario could change based on US domestic politics. He points to Trump's low popularity heading into the midterm elections, suggesting that if Republicans lose strength in Congress and Rubio loses political influence, there may be room for a repositioning of US foreign policy toward Brazil.
