Russia Indicates Potential for Peace Negotiations in October

The Kremlin has stated that new trilateral peace negotiations between Russia, Ukraine, and the United States could take place as early as October. Kremlin spokesperson Dmitry Peskov said on Sunday that Russia does not rule out this possibility for the foreseeable future. These potential talks follow visits to Moscow and Kyiv by U.S. emissaries Jared Kushner and Steve Witkoff, who presented new proposals to end the conflict. Abu Dhabi and Turkey have been mentioned as possible locations for the meetings.

There is a contradiction between the reports regarding Russia's territorial demands. A center left source reports that Putin may be willing to move away from previous positions and no longer insists on the full cession of the Donbas as a precondition for talks. Conversely, a center right source reports that the Kremlin maintains its demand for the withdrawal of Ukrainian troops from the entire Donbas region, citing Yuri Ushakov who stated that territorial differences remain central to the negotiations.

Additional details indicate that while Ukrainian President Volodymyr Zelenskyy expressed openness to meeting Putin in Miami, Peskov excluded a meeting at the G20 summit in December, stating such a meeting could only happen in Moscow. Meanwhile, China and India have offered to mediate during the BRICS summit in New Delhi. Despite the diplomatic movement, one report notes that Russia has continued its military attacks with unchanged intensity.
