Political lean describes where an outlet sits within the politics of its own country. It is never a position on a single global scale.
Political lean is comparable inside one country and not across them, which is why the bar groups by country first. Publicly funded broadcasters are not marked as state-linked.
The owner of each outlet is listed as a matter of record, not as a judgement about the outlet.

Senegal and the International Monetary Fund (IMF) reached an agreement on September 1 to resume their cooperation. The technical agreement, which is pending approval from the IMF board of directors, would establish a 36 month program providing approximately 2.2 billion dollars. This funding is expected to enable further financing from the World Bank and other partners. The previous program was halted after the discovery of approximately 7 billion dollars in debt contracted under the presidency of Macky Sall that had been hidden by the previous administration. This revelation placed Senegal among the most indebted countries in Africa, with public debt estimated at 132 percent of the GDP. Minister of Economy and Finance Cheikh Diba announced a debt treatment plan to address the pressure on state financing caused by accumulating deficits. A center outlet framed the agreement as a potential relief for citizens facing a high cost of living and an economic slump. A center left outlet focused on the technical details of the debt and the political implications for the current leadership.
