Singapore launches first official guidelines for animal shelters

The Animal and Veterinary Service (AVS) launched Singapore's first set of official guidelines for animal shelters on August 28. The guidelines establish minimum standards and best practices across four key areas: shelter operations, animal housing and environment, animal management, and animal healthcare. These include guidance on maximum animal capacity and the requirement for shelters to have exit plans if they cease operations.

Minister of State for National Development Alvin Tan introduced the guidelines during the Paws in the City adoption drive at Guoco Tower. He stated that the standards were developed through focus group discussions with veterinarians, animal trainers, and shelters, as well as a public consultation. AVS noted that while the guidelines are not legally binding, they provide common benchmarks for the approximately 15 animal groups operating shelters in Singapore, who previously relied on internal practices.

The development of these standards occurred amid scrutiny of the animal welfare sector. One of Singapore's longest running shelters, Animal Lovers League, was ordered to leave its premises in February after accumulating over 50 months of rental arrears. Reports emerged of overcrowding, poor hygiene, and delays in treating sick animals at the facility. While AVS stated that planning for the guidelines began before the Animal Lovers League incident, Minister Tan acknowledged that lessons learned from the situation helped inform the final practices.

Additional measures highlighted in the guidelines include the best practice of sterilizing animals to prevent accidental breeding and controlling animal populations. AVS intends to monitor the sector's adoption of these standards and gather feedback for future refinements.
