Starting from the 2027 Primary 1 registration exercise, most primary schools in Singapore will increase the number of reserved places for Phase 2C from 40 to 60. This phase is open to children without prior connections to a school. Schools with smaller intakes of fewer than 180 places will retain the current 40 reserved spots. According to the Ministry of Education (MOE), this change is intended to widen access for those without ties to a school and encourage greater social mixing among pupils from different backgrounds.
Additionally, 12 schools located in neighborhoods where public housing makes up less than 40 percent of homes within a 2km radius will implement a new two track scheme for their Phase 2C places. These 60 spots will be split equally: 30 for applicants living within 2km and 30 for those living beyond 2km. Within each track, home school distance priority will not apply. The 12 affected schools include Anglo Chinese School (Junior), Anglo Chinese School (Primary), CHIJ (Katong) Primary, Methodist Girls' School (Primary), Nanyang Primary School, Ngee Ann Primary School, Pei Hwa Presbyterian Primary School, Raffles Girls' Primary School, Singapore Chinese Girls' Primary School, St. Margaret's School (Primary), Tanjong Katong Primary School, and Tao Nan School.
Education Minister Desmond Lee stated that the changes aim to ensure schools remain open and inclusive. MOE noted that some schools currently have a narrower socio economic mix reflecting their immediate neighborhoods due to the current distance priority framework. Regarding the two track list, MOE will conduct periodic reviews. Anglo Chinese School (Primary) will be removed from the scheme when it moves to Tengah in 2030 because its housing profile will change.
Other registration phases, including Phase 1, 2A, and 2B, remain unchanged. However, the increase in Phase 2C places may reduce the number of available spots in Phase 2A, which is for children of former students. Singapore citizens continue to have priority over permanent residents across all tracks.
