Spanish Police Report Raises Questions Over Moroccan Role in Ceuta Migration Surge

A report from the Spanish National Center for Immigration and Borders (Cenif) suggests that Moroccan law enforcement may have facilitated a massive influx of migrants into the Spanish territory of Ceuta on July 30 and 31. The report describes the Moroccan police deployment as significantly smaller than usual and characterizes their response as one of total permissiveness. According to the document, migrants reported that Moroccan forces remained passive or even directed them toward specific entry points by sea. The report further notes that video evidence and interviews show behaviors compatible with the facilitation of irregular immigration. These findings contrast with the position of Spanish Interior Minister Fernando Grande-Marlaska and the government of Pedro Sanchez, who have previously stated that intelligence services found no evidence of Moroccan authority involvement. While the Spanish Ministry of the Interior has repeatedly denied the existence of a report attributing responsibility to a specific government or entity, a magistrate has ordered Immigration to conduct an analysis of the events. A judge is expected to decide whether to open a formal investigation into the possibility that Moroccan agents collaborated in the entry of 70,000 people.
