Tamil Nadu's TVK Government Unveils First Budget Focused on Welfare and Urban Reform

Finance Minister N Marie Wilson presented the first budget of the Tamilaga Vettri Kazhagam (TVK) government on Wednesday, introducing several high profile welfare schemes alongside a major urban development mission. The budget allocates 812 crore rupees for the Annan Seer Thittam, which provides an eight gram gold coin and a silk saree to eligible brides, and 560 crore rupees for the Thai Maaman Thanga Mothiram Thittam, which gives a one gram gold ring to children born in government hospitals. Additionally, the government announced 2,000 crore rupees for the Vettri Laptop Scheme for college students and increased the Hajj pilgrimage subsidy for first time pilgrims from 25,000 to 35,000 rupees.

In a separate major initiative, the government launched the 2,117 crore rupee Chief Minister's Integrated Urban Development Mission. This project aims to reshape the urban landscape of Tamil Nadu by 2031 through improvements in civic infrastructure, AI driven e governance, and urban public health. The Municipal Administration and Water Supply Department received a total allocation of 29,863 crore rupees to address water supply, sewerage, and road infrastructure.

Education received significant funding, with 44,527 crore rupees earmarked for school education and 8,393 crore rupees for higher education. Specific programs include 300 crore rupees to modernize 3,734 state run schools and 125 crore rupees for residential schools for underprivileged students under the Perunthalaivar Kamarajar Model Schools scheme. The government also reiterated its opposition to NEET, urging the central government to restore medical admissions based on Class 12 results.

The budget addresses a significant financial challenge, noting that state debt has risen to approximately 10 to 11 lakh crore rupees. To fund these programs without increasing taxes, the government plans to generate 16,000 crore rupees through administrative reforms, technology led tax improvements, and a special fee on liquor manufacturers expected to yield 1,000 crore rupees. The government also highlighted the creation of a Revenue Augmentation Committee led by Montek Singh Ahluwalia to strengthen fiscal autonomy.
