Tropical Depression Edouard Brings Heavy Rain and Flooding to Texas

Tropical Storm Edouard weakened to a tropical depression after making landfall Tuesday afternoon near the border of Texas and Louisiana. The system touched land near Johnson Bayou, Louisiana, approximately 15 miles south southeast of Port Arthur, Texas, with maximum sustained winds of 60 miles per hour. While the wind intensity decreased after landfall, the system brought heavy rain and gusty winds to southeast Texas. The slow movement of the system caused significant precipitation, leading to flash flood emergencies in Hardin and Tyler counties and warnings for Jefferson, Chambers, Liberty, Polk, and San Jacinto counties. Some areas saw rainfall accumulations between eight and 21 inches. The storm caused power outages for more than 70,000 users and resulted in downed power lines and fallen trees. The system is projected to continue moving north northwest toward the Dallas area as a posttropical system or remnant low. Separately, high tropical activity is occurring in the Pacific Ocean with the presence of hurricanes Karina and Lowell, as well as Tropical Storm Marie.
