Ukraine has received intelligence that Russia is preparing several operational scenarios for a ground offensive in northern Ukraine, specifically targeting Kyiv and Chernihiv. Pavlo Palisa, the Deputy Head of the Presidential Office, stated during a closed door briefing on August 28 that this information was verified by several intelligence sources. The General Staff of the Ukrainian Armed Forces has developed response scenarios to defend and counter these potential actions.
Despite these plans, Palisa noted that no new offensive groupings are currently being detected in the Kyiv and Chernihiv directions. State Border Guard Service spokesperson Andrii Demchenko added that while Belarus continues to develop military infrastructure, including training grounds and logistics facilities, Minsk often uses such activity to create information pressure.
Recent developments include the construction of new railway infrastructure in the southern Gomel region of Belarus, which the Belarusian Railway Workers' Community says could allow for the rapid reinforcement of military groupings. This follows a period of escalated tensions between Kyiv and Minsk, including joint Russian Belarusian nuclear exercises in May. Belarus previously allowed Russian troops to use its territory to launch the initial assault on Kyiv in early 2022.
