UN Refugee Agency to Scale Back Budget and Staffing by 2027

The United Nations High Commissioner for Refugees (UNHCR) is scaling back its budget and official headcount for 2027 as it adapts to financial constraints. According to documents and diplomats, the planned budget for 2027 is 7.14 billion dollars, which is a 16 percent decrease from the previous year and the smallest budget in at least a decade. The official headcount is projected to drop to 8,540 posts in 2027, down from 16,126 budgeted posts in 2025.

These reductions occur as global displacement is forecast to reach a record high of 131.2 million people in 2027. The budget cuts will affect all regions, with the Americas seeing the largest decline of nearly a third to 485 million dollars. The Asia Pacific and West and Central Africa regions are also expected to see decreases of 22 percent and 21 percent, respectively.

A UNHCR spokesperson stated that the budget constraints are real, but noted that the large cuts on paper may not be fully implemented because many previous posts were never filled. The spokesperson added that the agency is pursuing a reform agenda to become more cost effective and agile. To save money, the agency is moving its Geneva headquarters to a cheaper building and closing an office in Southern Africa.

Funding for the agency relies on voluntary contributions. The United States was the top donor in 2025, contributing over 800 million dollars, but that amount dropped to approximately 110 million dollars this year. The agency plans to prioritize emergency assistance, protection, voluntary returns, and self reliance for refugees.
