The National Security Agency, the Cybersecurity and Infrastructure Security Agency, and the FBI have accused six Chinese AI firms of conducting industrial scale attacks to distill capabilities from US frontier AI models. The agencies named DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI as the entities involved in these activities since at least late 2024. According to the joint release, these firms likely acted with the awareness of the Chinese government to extract proprietary functionalities from models including GPT, Claude, Gemini, and Grok. The US agencies claim this process allows Chinese firms to reduce financial expenditures and shorten development timelines. Reported methods include the use of bulk fake accounts to exploit inference APIs and prompt injection techniques to force models to reveal hidden chain of thought reasoning. In response, the Chinese Commerce Ministry called the accusations groundless. China stated it is willing to hold AI talks with the US but vowed to retaliate if Washington takes action against Chinese companies.
