Vladimir Putin Signals Intent to Intensify Conflict in Ukraine

Vladimir Putin has indicated that Russia will continue and intensify its military operation in Ukraine despite significant casualties and a stalled army. During a speech to the United Russia party on August 22, Putin dismissed ideas of ending the war and stated that Russia would only move forward. This stance follows a period of deliberation during the summer and comes as Ukraine increases drone attacks on Russian oil refineries and logistics centers, including Wildberries warehouses. Putin has accused Ukraine of opening a Pandora's box and promised reprisals against sensitive sectors of the Ukrainian economy.

Western nations have expressed growing anxiety over the trajectory of the conflict. On August 25, CIA Director John Ratcliffe traveled to Moscow, though reports differ on whether the visit was a warning against attacking NATO countries or an attempt to persuade Putin to negotiate. Meanwhile, Finland has requested Swedish military assistance to monitor its border with Russia. Romania recently reported the destruction of a Russian naval drone targeting an oil platform, and Slovakia thwarted an arson attack on a drone factory. Germany is also preparing to impose new sanctions following a drone attack on the Leipzig airport on August 4.

Sources close to the Kremlin suggest that Putin may view Western diplomatic efforts as signs of weakness. One collaborator noted that Putin likely interpreted Ratcliffe's visit similarly to how he viewed Bill Burns' visit in November 2021, which was followed by the invasion of Ukraine three months later. Analysts suggest Putin's motivations are internal, focusing on the preservation of his own power and life as public support for the war begins to erode due to the loss of normalcy within Russia.
