White House Report Accuses Over 40 Nations of Helping China Evade US Tariffs

The White House has released a report titled The Great Transshipment Scam, which accuses more than 40 countries of participating in a shadow network that allows China to evade American tariffs. According to the report, authored by trade adviser Peter Navarro, Chinese exporters reroute goods through third countries to misrepresent their origin through relabeling, repackaging, or minimal processing. This practice allows goods to enter the US market under lower duties than those applied to direct Chinese imports. The report estimates the value of these rerouted goods to be between 40 billion and 303 billion dollars annually, depending on the calculation method used.

The report categorizes the involved nations into three tiers. Tier 1 includes major trading partners such as India, Mexico, Canada, Japan, and the European Union. Tier 3 consists of smaller jurisdictions with specific advantages, such as Chile, Argentina, Colombia, Costa Rica, Panama, and the Dominican Republic. The report specifically highlights the Pune-Gujarat-Chennai manufacturing belt in India as a hub for transshipping pumps and compressors that negatively impact US manufacturers in cities like Cincinnati, Dayton, and Columbus.

To combat this, Washington plans to implement an artificial intelligence tool called Detective Border. This system will analyze shipment records, routing history, and production capacity to distinguish legitimate foreign investment from illegal pass-through trade. The report suggests that the US may take enforcement actions including penalty tariffs, sanctions, and the loss of market access for enabling countries.
