Zelensky Says Putin May Seek Diplomatic Win for Trump Ahead of Winter

Ukrainian President Volodymyr Zelensky told Axios that Russian President Vladimir Putin does not want to upset U.S. President Donald Trump and may be willing to give him a diplomatic win before the U.S. midterm elections. These comments follow a diplomatic push by U.S. envoys Steve Witkoff and Jared Kushner, who met with Putin in Moscow on September 5 and with Zelensky in Kyiv on September 6. The envoys discussed potential de-escalation steps for the upcoming winter, including proposals regarding energy infrastructure, oil and gas exports, and grain shipments.

While Zelensky believes Putin is ready to discuss ideas for moving negotiations forward, he expressed skepticism regarding Moscow's willingness to make meaningful concessions. Zelensky warned that Russia likely plans to launch major attacks on Ukraine's energy infrastructure this fall and winter, similar to previous years when thousands of residents faced severe heat and electricity shortages. He noted that the war is unlikely to end this year, though he believes the weeks before winter could provide a window for renewed diplomacy.

Following the meetings, the U.S. envoys expressed hope for future trilateral talks involving Kyiv, Moscow, and Washington. Additionally, Trump discussed the need for a ceasefire with U.K. Prime Minister Andy Burnham on September 7.
