Between 1,500 and 2,000 migrants have entered the Spanish enclave of Ceuta over the last ten days, leading Spain and Morocco to reach an agreement to expedite the return of those who arrived illegally. The arrivals occurred through various means, including swimming across the strait, jumping border fences, or crossing the El Tarajal breakwater.
Juan Jesús Vivas, the president of Ceuta, has characterized the situation as a humanitarian and social emergency, noting that the influx represents approximately 2 percent of the city's population. Local reception centers are currently over capacity; specifically, the facility for unaccompanied minors is reported to be operating at 2,400 percent of its intended limit.
Spanish Prime Minister Pedro Sánchez stated that his government is fully committed to an immediate response and is coordinating with Moroccan authorities to restore normality. Meanwhile, local political leaders in Ceuta have called for a declaration of national emergency and the deployment of the Spanish Army to secure the border. Alberto Núñez Feijóo, leader of the PP, has described the situation as a national security crisis.
The Spanish Ministry of the Interior attributed the surge to human trafficking networks that are instrumentalizing a recent Supreme Court ruling. This ruling prohibits summary returns for migrants intercepted at sea before they reach land. However, Mauricio Valiente, director of the Spanish Commission for Aid to Refugees (CEAR), disputed this claim. He argued that the increase is due to cyclical factors, such as favorable weather and the Ceuta Fair, while warning that returning all migrants violates asylum rights because Morocco is not a safe country.
