Brazilian Institutions Face Crisis Following Banco Master Investigation Leaks

The Superior Council of the Federal Public Ministry (CSMPF) has opened an internal procedure to analyze messages attributed to former banker Daniel Vorcaro that mention Attorney General Paulo Gonet. This action follows a request by lawmakers from the Novo Party after Federal Police reports related to the Banco Master investigation were made public. The procedure will involve hearing Gonet regarding the references to him and his family members in the messages. Simultaneously, STF President Edson Fachin has ordered Justice André Mendonça, Justice Alexandre de Moraes, Attorney General Paulo Gonet, and Federal Police Director General Andrei Rodrigues to provide information to the court within five business days regarding the facts revealed in the investigations.

The crisis intensified after Justice Mendonça lifted the secrecy of Federal Police reports. These documents revealed messages between Vorcaro and Justice Alexandre de Moraes suggesting a relationship of contracts and favors. Other revelations include a 130 million reais contract between Moraes' wife and Vorcaro's bank, as well as Justice Dias Toffoli traveling on a private jet with a lawyer for a Master director. Attorney General Paulo Gonet has requested the nullity of the Federal Police report, arguing that the investigations were conducted without proper provocation from the Public Ministry or the police.

In response to these events, a group of prominent businesspeople, economists, and civil society representatives are discussing a new manifesto to pressure the STF for a code of conduct and greater ethical transparency. Some business leaders have described the situation as a moral failure of institutions and a threat to legal security that could impact the economy. The broader scandal also involves allegations concerning Flávio Bolsonaro and Nikolas Ferreira.
