Leaders of the BRICS nations concluded a two day summit in New Delhi with a joint declaration calling for maximum restraint in the Middle East. The agreement is seen as a significant diplomatic achievement for host India, as it bridged deep divisions between members such as Iran and the United Arab Emirates, who have been on opposing sides of the regional conflict. The New Delhi Declaration expressed deep concern over escalating tensions and condemned attacks on civilian infrastructure and peaceful nuclear facilities, though it did not assign blame to specific countries. Notably, the final document made no mention of Russia's war in Ukraine, a departure from previous declarations.
Indian Prime Minister Narendra Modi emphasized that the bloc should become a rule shaper rather than a rule taker in global governance. He highlighted that BRICS represents 50 percent of the world population and 40 percent of global GDP. Modi also warned against the weaponization of technology and critical minerals, which he argued could hinder shared progress. Chinese President Xi Jinping proposed the creation of a BRICS AI Open Source Zone and offered to train young talent in advanced technology. Russian President Vladimir Putin described the bloc as a driving force toward a multipolar world order and called for the expansion of the UN Security Council to better represent Asia, Africa, and Latin America.
Economic resilience was a central theme, with Iranian President Masoud Pezeshkian criticizing unilateral sanctions for impacting global food security and advocating for increased trade in national currencies to reduce dependence on Western financial systems. The joint declaration also condemned unilateral economic sanctions and the indiscriminate rising of tariffs, which analysts viewed as an oblique reference to US trade policies. On the sidelines of the summit, President Pezeshkian held a high level meeting with the Crown Prince of Abu Dhabi to discuss de escalation and regional stability.
Saudi Arabia participated as an invited guest. Foreign Minister Faisal bin Farhan stated that the security and territorial integrity of the kingdom are untouchable, emphasizing the need to preserve the freedom of navigation in the Strait of Hormuz and Bab al Mandeb.
