President Recep Tayyip Erdogan announced on Wednesday that NATO member Turkey would consider taking its relations with the Shanghai Cooperation Organisation (SCO) to a higher level. Erdogan, who attended an SCO summit in Bishkek, Kyrgyzstan, on Tuesday, stated that the prospect of full membership in the China and Russia led security bloc does not imply a breakaway from the West or any other bloc. Turkey currently holds the status of a dialogue partner within the organization.
During his trip, Erdogan held talks with Russian President Vladimir Putin. According to a transcript of remarks made to journalists on his return flight, Erdogan also emphasized the need for a mechanism to permanently ensure the safety of commercial maritime transport in the Black Sea to prevent a grain crisis from escalating. He noted that the safety of civilian maritime transportation is important and that fighting between parties should not undermine commercial life.
These comments follow previous efforts by Turkey and the United Nations to mediate the Black Sea Grain Initiative in 2022. While Foreign Minister Hakan Fidan recently stated that Turkey had prepared a plan for safe grain passage, Russian Deputy Foreign Minister Alexander Grushko said on Wednesday that Moscow sees no grounds for the agreement to resume.
