EU Grants 115 Million Euros to Spain for Ceuta Border Reinforcement

The European Commission has granted approximately 115 million euros in emergency funds to Spain to assist in managing the enclave of Ceuta following a massive influx of irregular migrants from Morocco on July 30 and 31. The funding will be used to reinforce border surveillance, acquire equipment such as thermal cameras, and deploy additional personnel. The European Commission will also increase operational support from Frontex.

Reports on the scale of the event vary. One source states that over 70,000 migrants entered by foot or swimming, resulting in dozens of deaths and disappearances. While most returned shortly after, estimates of those remaining range from 5,000 according to the government of Prime Minister Pedro Sanchez to at least 10,000 according to local authorities in Ceuta.

Political tension exists regarding the role of Morocco in the crisis. Juan Jesus Vivas, the president of Ceuta, has accused Morocco of being behind the influx by action or omission. Conversely, Prime Minister Pedro Sanchez previously stated that no solid evidence had been provided to the government showing that Morocco planned or orchestrated the event. However, a leaked police report has since pointed to the permissiveness of Moroccan security forces, leading the Spanish justice system to open an investigation.
