Park Sung-ju, a former head of the National Office of Investigation under the National Police Agency, was indicted Wednesday on charges of abuse of power. Prosecutors allege that Park obstructed an investigation into a high-profile murder case in Gwangju by ordering separate investigations into a suspect's stalking and rape case and a subsequent murder case.
The suspect, 23-year-old Jang Yoon-gi, is accused of stabbing and killing a 17-year-old female student on a street in Gwangju. This event occurred two days after Jang allegedly stalked and raped a Vietnamese acquaintance in the same city.
According to the Gwangju District Prosecutors Office, Park issued these orders despite suggestions from front-line police officers to do otherwise. Prosecutors believe Park feared that combining the cases would expose the police's failure to prevent the second crime after the first offense. This separation allegedly prevented the Gwangju Gwangsan Police Station from properly examining both charges, resulting in the suspect being referred to prosecution on a simple murder charge. This charge carries a lighter sentence than the minimum life imprisonment associated with rape-murder. Prosecutors later conducted a supplementary investigation and charged Jang with both rape and murder.
