The German government has officially attributed a failed drone attack at Leipzig/Halle Airport on August 4 to Russian state organs. Federal Interior Minister Alexander Dobrindt stated that police investigations, intelligence findings, and the drone's technical configuration align with known Russian hybrid operations. The drone, which was equipped with explosives, reportedly struck the wing of a Ukrainian Antonov cargo plane but failed to detonate. Investigators have identified two suspects: a Russian citizen with a Latvian passport and a Belarusian citizen with a Russian passport. DNA evidence from the Belarusian suspect was reportedly found inside the drone and on a signal-boosting antenna found nearby. The airport is a strategic hub used for transporting military aid to Ukraine.
In response, Germany announced several punitive measures, including the closure of the Russian Consulate General in Bonn and the Russian House cultural center in Berlin. The government also plans to tighten entry requirements for Russian citizens and increase pressure on the Russian shadow fleet of ships. Russian President Vladimir Putin denied the allegations, calling the German response a serious mistake and accusing Berlin of fabricating evidence. Russia has retaliated by closing branches of the Goethe-Institut in Moscow, St. Petersburg, and Yekaterinburg, and by summoning the German chargé d'affaires in Moscow.
European Union officials have condemned the incident, with Commission Vice President Kaja Kallas describing the attack as having all the hallmarks of state-sponsored terrorism. EU foreign ministers meeting in Ireland discussed further coordinated responses, including a proposed sanctions package targeting approximately 1,600 individuals and organizations within Russia's military complex. NATO Secretary General Mark Rutte expressed full solidarity with Germany.
Within Germany, the government's response has faced criticism from various political factions. Some center-right and center-left politicians argue that the measures are too weak and have called for more aggressive actions, such as the delivery of Taurus cruise missiles to Ukraine or the activation of NATO Article 4. Meanwhile, the German government maintains that while it is a daily target of hybrid warfare, it is not currently at war with Russia.
