The German government has officially held Russia responsible for an attempted hybrid attack involving explosive drones at Leipzig/Halle Airport on August 4. Interior Minister Alexander Dobrindt stated that the drone configuration, components, and explosives were consistent with other Russian hybrid operations and the war in Ukraine. Authorities discovered a drone with explosives near a Ukrainian An-124 cargo plane, and reports indicate a second drone may have collided with a DHL aircraft while a third was found later. Minister Dobrindt noted that while the planning showed high technical expertise, the execution appeared to be carried out by low level agents acting on behalf of Russian state entities.
In response, Foreign Minister Johann Wadephul announced several retaliatory measures. Germany will close the Russian consulate in Bonn effective September 18 and terminate the contract for the Russian House cultural center in Berlin. The government is also tightening entry controls for Russian nationals and proposing additional European Union sanctions. Furthermore, Germany intends to increase pressure on the Russian shadow fleet of oil tankers. NATO Secretary General Mark Rutte and European Commission President Ursula von der Leyen expressed full solidarity with Germany, with Rutte stating that the evidence is clear.
Russian President Vladimir Putin dismissed the accusations as a mistake and claimed the German government is acting based on internal political motivations to gain support for Chancellor Friedrich Merz. Russian Foreign Ministry spokeswoman Maria Zakharova called the accusations a pretext and warned that Russia would respond to the closure of the Russian House. The Russian ambassador to Berlin also described the sanctions as an unprecedented escalation.
Other security incidents were reported in Germany, including a suspected intentional disturbance at a power substation in Bergheim and the discovery of improvised explosive devices that damaged a power line in Brandenburg. Meanwhile, in the broader conflict, President Volodymyr Zelensky called for more ballistic defense capabilities following Russian attacks on Kyiv that killed 12 people.
