Indian Government Proposes New Governance Model for Ladakh Amid Local Disappointment

The Indian government has proposed a new legislative body for Ladakh through a proposed Chapter K under Article 371 of the Constitution. According to reporting from a center leaning outlet, this move represents steps toward creating an elected body for the territory. However, another center leaning report clarifies that the proposal does not grant full statehood or a legislature, but instead introduces a new model that requires a vote in Parliament.

These proposals follow a meeting on September 9 convened by the Union Ministry of Home Affairs (MHA) with leaders from the Apex Body of Leh (LAB) and the Kargil Democratic Alliance (KDA). Participants from these groups described the talks as very disappointing. Co chairman of the LAB, Chering Dorjay Lakrook, stated that there was no forward movement and that MHA officials merely reiterated minutes from a previous meeting on May 22. The LAB and KDA had anticipated a concrete draft proposal for deliberation, but they reported that no such draft was provided.

Climate activist Sonam Wangchuk criticized the proceedings on social media, sharing a comedy clip to suggest the meeting served only to fix the date for the next session in October. Wangchuk alleged that the timing of the meeting was a red herring intended to distract from a Leh to Kargil Padyatra march scheduled to begin on September 10. He further claimed that the government failed to respond to a list of non negotiable demands sent a month prior.
