Investigation into Lulinha and Associates Regarding Canabidiol Deal

Federal Police have discovered a draft contract on the phones of lawyer Roberta Luchsinger and Antonio Carlos Camilo Antunes, known as Careca do INSS, regarding a potential deal to supply 1.2 million vials of canabidiol medications to the federal government. The proposed business, valued at 626 million reais, would have involved providing the medications without a bidding process. Lulinha, the son of President Lula, was involved in the effort to prospect Portuguese companies for the supply and traveled to Lisbon with Antunes in November 2024. Lulinha admitted that Antunes paid for his flights and hotel stays. Antunes later established a company called Candango Consulting in Porto and purchased a warehouse for 2.7 million euros in February 2025. Further reports indicate that Lulinha received a monthly allowance of 300 thousand reais from Antunes, who referred to him as the son of the guy. The group allegedly sought the assistance of Marco Aurélio Santana Ribeiro, the chief of staff for President Lula, to facilitate the deal. Luchsinger and Ribeiro reportedly had financial dealings, including a loan of 249 thousand reais. Additionally, Luchsinger funded a trip for Lulinha and his family to Norway and Finland in January 2025.
