Ipid Official Alleges Rogue KZN Police Task Teams Conducted Extrajudicial Killings

Len John, the deputy director for investigations with the Independent Police Investigative Directorate (Ipid) in KwaZulu-Natal, testified before the Madlanga Commission of Inquiry on Wednesday, August 12, 2026. John alleged that rogue South African Police Service (SAPS) task teams have been infiltrated by criminal syndicates and used to carry out extrajudicial killings of rivals. According to John, Ipid investigated over 300 cases between April 1, 2023, and May 31, 2026, with 77 of those cases involving the deaths of 149 people resulting from police action by these task teams.

John specifically highlighted a cash-in-transit team led by Lieutenant Colonel Deena Govender. He testified that these operations typically occurred between 11 p.m. and 3 a.m. with officers wearing civilian clothing and face masks to hide their identities. John alleged that the teams often acted on unverified information from Crime Intelligence and ensured that all witnesses were killed to avoid accountability.

One specific case detailed by John involved the killing of Bevan Loftus and four others on April 1, 2023. John testified that Clive Naicker, a competitor in the tow truck business, allegedly paid Govender R2.5 million to kill Loftus. Evidence cited included a recording of a phone call where Loftus confronted Naicker about the hit, as well as banking statements showing Govender made property purchases exceeding R2 million despite a monthly salary of less than R26,000. John further alleged that the crime scene appeared staged and that some victims may have been tortured before being killed.
