Israeli prosecutors have charged Jewish settler Yinon Levi with reckless manslaughter for the killing of Palestinian activist Awdah Hathaleen. The indictment, filed in the Beersheba District Court, stems from a July 2025 confrontation in the village of Umm al-Khair in the South Hebron Hills of the West Bank. Levi is also charged with armed trespassing and malicious damage to property.
According to the indictment, Levi was working as an earthworks contractor for the settlement of Carmel. He allegedly ordered an excavator driver to clear a route across privately owned Palestinian land, which led to a confrontation with villagers. Prosecutors allege that during the incident, the excavator driver injured a resident and Levi assaulted another person. Levi then allegedly fired a pistol toward an area where adults and children were gathered. Hathaleen, who was filming the event from a community center courtyard, was struck in the chest and died upon arrival at Soroka Medical Center.
Footage released by the rights group B'Tselem reportedly shows Levi drawing a weapon and firing in the direction of Hathaleen. Levi, who has been sanctioned by the UK and EU for violence against Palestinians, has previously denied firing the fatal shot. Hathaleen was a prominent community leader and a contributor to the documentary No Other Land.
Rights groups B'Tselem and Yesh Din describe the indictment as rare. B'Tselem stated it is the first such indictment since the October 7, 2023 Hamas attacks, while Yesh Din noted that an Israeli civilian had not been indicted for killing a Palestinian in the West Bank since 2019. UN data cited by several reports indicates that Israeli soldiers and settlers have killed at least 1,100 Palestinians in the West Bank since October 2023, including 240 children.
