Messages Linking STF Justice and PGR to Banker Spark Legal Controversy

Messages recovered by the Federal Police from the phone of banker Daniel Vorcaro have implicated Supreme Court Justice Alexandre de Moraes and Prosecutor General Paulo Gonet, creating a legal and institutional crisis. The documents, partially unsealed by Justice André Mendonça, include messages where Vorcaro suggests that Moraes could pressure Gonet to prevent the blocking of Master Bank business. Other records show Gonet calling Vorcaro a machine and expressing affection for the banker after accepting an invitation to a luxury whiskey tasting in London, an event that also included the Director General of the Federal Police, Andrei Rodrigues. Reports indicate that Gonet's son was also invited to the event.

The situation has created a constitutional dilemma because the Prosecutor General is the authority responsible for requesting investigations into Supreme Court justices. In this instance, the PGR has requested the annulment of the police report that raised these suspicions, citing technical and procedural grounds. Justice Mendonça has requested that the Supreme Court plenary discuss the start of an official investigation. Legal experts noted that the current institutional framework is not prepared for a scenario where both the investigating body and the judges of the court are simultaneously implicated.

Outlets with a center right lean frame the event as a grave scandal and a sign of moral corporatism within the Supreme Court, alleging that Moraes used his influence to protect Vorcaro in exchange for favors. Conversely, a center left outlet frames the situation as an unprecedented legal complexity that creates uncertainty regarding accountability and the proper jurisdictional procedures for investigating high ranking officials.
