NATO Reports Surge in Russian Hybrid Attacks Against Member States

NATO has recorded more than 200 hybrid attacks from Russia against member states over the past year, excluding thousands of monthly cyberattacks targeting NATO headquarters. A high ranking NATO official in Brussels stated that the number, severity, and risk appetite associated with these attacks are increasing, which raises the potential for civilian casualties. These hybrid actions, which include sabotage, cyberattacks, and disinformation campaigns, are designed to weaken states and achieve political or military goals without triggering a traditional war.

One specific incident involved an explosive drone at Leipzig Halle Airport. Both NATO and the German government classify this as a hybrid attack. The NATO representative noted that the explosives found suggest the involvement of Russian intelligence services. According to NATO, Russia aims to undermine support for Ukraine and prepare for further escalation by scouting critical infrastructure and pre positioning malware in industrial control systems.

To counter these threats, NATO plans to establish a Critical Energy Infrastructure Network to share security information with operators. This initiative will include joint emergency exercises and support for cyber and drone defense, modeled after a similar network for underwater infrastructure that has reportedly reduced security incidents. While the alliance seeks to remain calm and increase deterrence, a center right source notes that the Supreme Allied Commander has the option to request the use of offensive cyber capabilities from member states in response to severe attacks.
