PGR Investigates Potential Interference in Police Report Involving STF Justices

The Prosecutor General of the Republic, Paulo Gonet, has opened an investigation to determine if there was external interference or orders that compromised a Federal Police report. The report in question revealed messages between Supreme Court Justice Alexandre de Moraes and former banker Daniel Vorcaro, the owner of Banco Master. Gonet informed the president of the Supreme Court, Edson Fachin, that the PGR is initiating a Procedure for External Control of Police Activity to clarify the circumstances under which the document was produced.

The controversy began after Justice André Mendonça lifted the secrecy of the report. The documents reveal that in November 2025, Vorcaro sent messages to Justice Moraes asking about his risk of arrest and the possibility of leaving Brazil. The messages were sent using a view-once mode and screenshots of a notes app, meaning only Vorcaro's messages were preserved. The report also mentions Paulo Gonet, suggesting that Vorcaro sought to influence investigations through him and that Vorcaro may have funded a trip to London for Gonet's son.

Gonet has argued that the report is null because Justice Mendonça exceeded his authority by ordering the police to investigate specific individuals without the knowledge of the PGR. He stated that a judge should not use the police as a long arm for pre-processual investigations. Meanwhile, Justice Moraes has requested that Justice Fachin investigate Justice Mendonça within the context of a fake news inquiry, citing concerns over Mendonça's conduct regarding the Banco Master and INSS fraud cases.
