State auditor Xylene Mae del Campo testified on Tuesday, August 11, 2026, during the 14th day of Vice President Sara Duterte's impeachment trial regarding the alleged misuse of confidential funds. Del Campo stated that funds intended for surveillance operations were instead used for Christmas parties, tree planting activities, thanksgiving events, meetings with transport groups, and the distribution of wheelchairs. The testimony revealed that some of these activities were dated before the Office of the Vice President encashed the funds on December 20, 2022.

Prosecution lawyers raised concerns over the validity of acknowledgment receipts submitted by the Office of the Vice President and the Department of Education. Private prosecutor Lorna Kapunan argued that it was physically impossible for special disbursing officers to be in multiple distant locations across the Philippines on the same day to release funds. This led to a courtroom exchange where Kapunan referenced Superman to illustrate the implausibility of the disbursements. The defense team objected to this line of questioning as speculative.

According to the testimony, the Commission on Audit issued a notice of disallowance for 375 million pesos in confidential spending for the first three quarters of 2023. A separate notice of disallowance for 73 million pesos from 2022 is already final. The prosecution also expressed frustration that the defense was slowing the trial by delaying the comparison of thousands of receipts until August 14.
