Supreme Court Justice André Mendonça has ordered the preventive removal of Federal Police Director General Andrei Rodrigues and Intelligence Director Leandro Almada. The decision follows a conflict involving Justice Alexandre de Moraes and allegations of illegal monitoring of high ranking officials. While the STF Second Panel formed a majority to maintain the removal, Justice Gilmar Mendes has requested a review, which suspends the final vote for up to 90 days but leaves the removal in effect. Mendonça also ordered the PF Internal Affairs office to open criminal and administrative investigations into the two directors.
The conflict centers on intelligence reports produced by the Federal Police. Justice Moraes used these reports to request an investigation into Justice Mendonça for abuse of authority and improbity in the handling of cases involving Banco Master and the INSS. In response, Justice Mendonça described the reports as apocryphal and lacking legitimacy. He alleged that the PF conducted systematic and illegal monitoring of himself and Attorney General Jorge Messias for at least 30 days. The crisis was further triggered by leaked messages between the owner of Banco Master, Daniel Vorcaro, and Justice Moraes.
Reactions to the removal have been sharply divided. The Federal Police executive director, William Marcel Murad, defended Rodrigues and stated the institution would resist attacks. The National Association of Federal Criminal Experts called the removal a measure of exceptional gravity and urged the full STF plenary to decide the matter. From a political perspective, candidate Ronaldo Caiado called the decision courageous, while Secretary José Guimarães described it as an improper intrusion. The Attorney General's Office indicated it would contest the decision, arguing that Mendonça violated the exclusive prerogative of the President of the Republic to appoint and remove the PF director.
