Ukraine Imposes Sanctions on Producers of 'Masha and the Bear'

Ukrainian President Volodymyr Zelenskyy signed a decree imposing sanctions on the producers and distributors of the Russian children's animated series Masha and the Bear. The sanctions target the studio Animaccord, the show's founder, and the series' scriptwriter and director. According to Ukrainian Culture Minister Tetyana Berezhna, the move provides legal grounds to block the content within Ukraine and seek the removal and demonetization of the series on international platforms such as YouTube and Netflix. The Ukrainian government stated that the series spreads pro Russian narratives and poses a threat to national security.

The show, which launched in 2009, has faced similar accusations of being a tool for Russian soft power or propaganda in other countries. A group of British parliamentarians appealed for the removal of the show, citing the appearance of Soviet military imagery, including a cap similar to those worn by the Stalin era NKVD. Estonian politicians have also raised concerns regarding the series. Conversely, some analysts, including UK academic Mark Galeotti, have argued against these fears, describing the show as cute and heartfelt.

Animaccord Animation Studios has denied allegations of spreading propaganda, stating that it operates independently and receives no government funding. The studio further asserted that it has not operated in Russia since the full scale invasion of Ukraine. Kremlin spokesman Dmitry Peskov responded to the sanctions by claiming the series promotes the finest human qualities. He characterized the Ukrainian government's actions as a war on cartoons and an illustration of the ugly nature of the authorities in Kyiv.
