US envoys Steve Witkoff and Jared Kushner met with Ukrainian President Volodymyr Zelenskyy in Kyiv on Sunday after holding talks with Russian President Vladimir Putin in Moscow the previous day. This marked the first visit to Kyiv for both emissaries since the start of the war. The meetings focused on security and economic guarantees for Ukraine, the delivery of air defense missiles, and a proposed winter aid package. Representatives from the United Kingdom, France, and Germany also participated in a round of the discussions in Kyiv. Both sides agreed to a three day ceasefire regarding attacks on their respective capitals to ensure the safety of the envoys during the trip.
While Zelenskyy and the US envoys described the talks as productive and substantive, no concrete peace agreement was announced. A senior Ukrainian official told Agence France-Presse that the US presented new and more effective proposals, though other reports suggest these were updated versions of previous documents. Zelenskyy stated that the war is likely to continue through the winter and maintained that complex territorial issues can only be resolved through direct meetings between heads of state. The US envoys expressed a desire to return to a trilateral negotiation format involving the US, Russia, and Ukraine.
Significant gaps remain between the parties. Russia continues to demand the recognition of occupied provinces and a guarantee that Ukraine will not join NATO. Ukraine seeks hard security guarantees to prevent future Russian aggression and rejects territorial concessions. In Moscow, Russian officials stated they remain confident in their ability to achieve military goals in eastern Ukraine. Following the meetings, the US envoys departed Kyiv via a special train referred to as the Peace Express.
