A federal judge in California has ruled that the Donald Trump administration acted illegally by designating the artificial intelligence startup Anthropic as a supply chain risk. Judge Rita Lin determined that the government used national security claims as a pretext to retaliate against the company for its public criticism of the administration and its refusal to allow unrestricted military use of its technology. In a 59 page ruling, Lin stated that the empty invocation of national security is not a blank check to punish government critics.

The dispute began in early 2026 when negotiations between the Pentagon and Anthropic collapsed over a contract for AI technology. Anthropic insisted that its models, including Claude, should not be used for mass surveillance of Americans or in fully autonomous weapons systems. In response, Defense Secretary Pete Hegseth designated the company a supply chain risk, a label typically reserved for foreign threats. This classification prevented federal agencies from using Anthropic's technology and discouraged other government contractors from doing business with the firm.

Judge Lin found the government's security concerns to be unfounded. Specifically, she rejected the Pentagon's claim that Anthropic could remotely disable or alter models already deployed in national security systems, noting that such models are static. The ruling highlighted that the government continued to negotiate with Anthropic and deploy certain models, such as Mythos, even after the blacklisting. The judge concluded that the administration sought to make a public example of Anthropic for its perceived arrogance.

Anthropic welcomed the decision and expressed a desire to continue working productively with the government. The Trump administration has not yet officially responded to the ruling. While this decision is a significant victory, Anthropic remains on the blacklist pending the outcome of a second lawsuit in Washington, D.C. The company is currently preparing for an initial public offering that could be one of the largest in history.
