Hyundai Steel Co. has signed a collective bargaining agreement with workers from four of its subsidiaries, marking the first such deal between a primary contractor and subcontracted workers since the revised Trade Union and Labor Relations Adjustment Act took effect in March. The agreement was signed Thursday at the company's Dangjin plant and involves Hyundai ITC, Hyundai IEC, Hyundai IMC, and Hyundai ISC.
The negotiations began on August 20 and consisted of four rounds of talks. The final agreement focuses on the continuous improvement of industrial safety and health management systems at the subsidiaries, including the establishment of a mid to long term roadmap to raise safety standards.
The revised law, commonly known as the yellow envelope act, expanded the definition of employer to include those who substantially control working conditions. This change increased the bargaining obligations of prime contractors toward subcontracted workers and restricted businesses from claiming damages from striking workers. Labor Minister Kim Young-hoon stated that the agreement achieves the law's purpose of promoting dialogue and mutually beneficial relations between principal contractors and subcontractors.
