Madlanga Commission Hears Allegations of Police Execution in Death of Bevan Loftus

The Madlanga Commission of inquiry is investigating allegations that a police task team murdered tow truck business owner Bevan Loftus and four others on April 1, 2023, as part of a contract killing disguised as a legitimate police operation. Gregory Loftus, the father of the deceased and a retired police officer, testified that his son was murdered in cold blood by officers under the command of Lieutenant Colonel Deena Govender. He stated that he had filed an affidavit the day before the killing to seek an interdict to prevent Govender and the South African Police Service from murdering his son. Len John, the deputy director for investigations with the Independent Police Investigative Directorate in KwaZulu-Natal, testified that Govender was allegedly commissioned by Clive Naicker, a competitor in the tow truck and drug industries, to kill Loftus. John alleged that bank statements would show Naicker paid Govender 2.5 million rand for the hit. A firearms expert and retired police captain, Ashley Houston, testified that the official police account of a shootout is highly improbable. Houston noted that the low position of blood spatters and bullet holes is inconsistent with a shootout in self defense and suggested the deceased may have been shot while in a lower position. The police had previously claimed that the five men opened fire during a drug raid and that officers retaliated.
