- A hatched block means the outlet is affiliated with, or controlled by, a state.
Political lean describes where an outlet sits within the politics of its own country. It is never a position on a single global scale.
Political lean is comparable inside one country and not across them, which is why the bar groups by country first. Publicly funded broadcasters are not marked as state-linked.
The owner of each outlet is listed as a matter of record, not as a judgement about the outlet.

Microsoft announced that it will introduce monthly time limits for Xbox Cloud Gaming starting in November. Under the new policy, Game Pass Ultimate subscribers will be limited to 15 hours of cloud streaming per month. Premium subscribers will receive 10 hours, while Essential subscribers will be limited to five hours. Once these quotas are exceeded, users can purchase additional playtime hours through the Xbox Store, although specific pricing for these bundles has not yet been disclosed.
Microsoft stated that these changes are necessary because the cost of providing cloud gaming increases as more people use the service for longer periods. The company expects the limits to impact approximately 4 percent of Game Pass subscribers. In a move to expand access, Microsoft will also allow non subscribers to purchase cloud playtime hours for eligible games they own starting in November.
Xbox CEO Asha Sharma attributed the need for these changes to a broader industry crisis regarding computing prices and affordability. She noted that the cost of hardware components like RAM has increased due to the expansion of data centers. This shift comes amid a period of restructuring for Xbox, which has seen annual revenue drop by 1.7 billion dollars to roughly 21.8 billion dollars according to July financial filings. This restructuring has included the layoff of 3,200 employees and the decision to make previously acquired studios, such as Compulsion Games and Double Fine Productions, independent again.
While the reports agree on the technical details of the limits, they offer different perspectives on the impact. Some observers questioned whether the service was widely used to begin with, while others criticized the limits as being too restrictive. One analyst noted a contradiction in Microsoft's priorities, pointing out that the company continues to offer free unlimited access to its AI tool, Copilot, while restricting paid cloud gaming services that rely on similar data center infrastructure.
